An image can be degraded due to many environmental factors like foggy or hazy weather, low light conditions, extra conditions etc. Image captured under the poor is generally known as non-uniform illumination image. Non-uniform hides some important information present in an during capture Also, it degrades visual quality of which generates need for enhancement such images. Various techniques have been literature type In this paper, a novel architecture has proposed images uses radial basis approximations based BEMD (Bi-dimensional Empirical Mode Decomposition). The algorithm applied on intensity and saturation components Firstly, component decomposed into various bi-dimensional intrinsic mode function residue by using sifting algorithm. Secondly, linear transformations bidimensional modes obtained further joining transformed with residue, enhanced obtained. Saturation part then accordance component. Final hue, parts given will not only give pleasant but maintains naturalness also.
